Yes, this is sort of a mean joke on Riley. He could fix things if he really needed to. I think, or so he claims.
Cowboys just don't need to fix things unless it involves a horse or tack. My own dad wasn't big on fixing things, therefore he didn't teach my brother, therefore it just isn't a big deal around Sandhill Cattle Co. Thank goodness they have Keith to do all that "dirty work".
Oh, and I wanted you to see how big Mr. Reno is getting.
